In the late ninety's, with the development of economy and the improvement of medical treatment level, our country appeared inevitably low birth rate and a low mortality rate coexisted phenomenon, the trend of population aging is becoming more and more serious. In order to solve the aging of pay-as-you-go system crisis, our country began to seek a new way of endowment insurance system, and the system reform of social pooling and individual account a combination of partial accumulation model. During the reform, one cannot avoid the problem of recessive debt--appeared. Recessive debt can get very good solution not only to China's endowment insurance system reform, but also relates to the sustainable development of social security system.In this paper, in reference to the large amount of literature under the premise, to our country recessive debt scale undertook summing up, and to Henan province Jiaozuo city as example analyses the recessive debt cause of formation, and on the basis of these, puts forward some ways of repayment, and demonstrates the feasibility of these pathways in Jiaozuo city. Put forward to face the huge scale of recessive debt, relying only on the system decrease is insufficient, more important is to increase and improve the system ability to preserve and increase the value of pension.
