Study On The Function And The Management Innovation Of Liaoning Science & Technology Foundation

Science Foundation (SF) system is an advanced modern science and technology management system. Today of the science and technology highly developed, the SF management style plays an increasingly important role, and the core of the SF management is to make full and reasonable use of foundation. Local Science and Technology Foundation (STF) is an important part of National SF funding system. There are few theoretical researches about the functions and management innovation of local STF because its management is a practical activity, which have great effect on the realization of local STF functions. Aiming at the deficiency of theoretical researches about local STF, this paper chooses STF of Liaoning province as example, takes the functions and STF management of Liaoning province as a basis, clarifies the STF management innovation of Liaoning province by theoretical analysis.Though it got great achievement and played important action in accelerating local technology development of Liaoning province, the STF effect of Liaoning province has no fully exhibition up to date. This paper uses the integration of theory and practice, and the systematic analysis method, considers the practical experience of STF management of Liaoning province, combined with theoretic views of management of the National Natural SF, and discusses the innovation spirits and methods of SF management.The paper is composed of two parts. Firstly, it defines the orientation and functions of STF of Liaoning province, explores the particularity of orientation and functions of local STF, in order to construct the basis of scientific system suited to STF management of Liaoning province. On the basis of comprehensive considering on the relations of basic study, applied study, product development, local financial, development of science and technology, talents status, and etc., STF of Liaoning province should be based on the principle of applied basic research, and provide guarantee of basic research for economy and technology industries.Secondly, it analyzes the certain problems and the root of these problems in the scientific process of STF of Liaoning province, provided that the STF management should realize the way combined with the scientific and people oriented.The study of STF management and management innovations of Liaoning province embodies the uniqueness of STF management of Liaoning province, and the specific reaction of local STF management in our country. The study of innovation spirits on the STF management of Liaoning province have not only practical sense of improvement of STF management of Liaoning province, but also the same value with the improvement of STF management of other regions in our country. Also, this study has some theoretical significance to the study of Science, Technology and Society (STS).
