| Recently, with more support from government to Information policy and more attention be paid by enterprises to management software, domestic ERP software industry has made great progress. In addition, with the development of Cloud computing and new technology of networking, more and more opportunities such as the increasing of business are brought to the manufacturers of domestic ERP. However, with the great successes be achieved, problems and challenges which are faced by manufacturers of domestic software should be noticed at the same time. To begin with, domestic high-end markets are occupied by SAP and Oracle. Moreover, compared with foreign software, flaws are appearing in development process of Software design ideas by domestic software, which would not satisfy the needs of diversity of the customers.In this article, general theories of management, Synergy Effect and Customer relationship management theories will be reviewed. Furthermore, customer-based concepts by Inspur Group's ERP and the changing strategies of customer-based ERP will be introduced. Moreover, the R&D process by Inspur Group's ERP, R&D organization system, problems and solutions of R&D management process will be elaborated and advice and solutions will also be supplied.It can be noticed that several problems are appearing during the R&D process of Inspur Group's ERP. Such as poor understanding of customers'demands, the unclear definition of clients'interface and incomplete Module function; the changing demand of customers'need during R&D process, longer development cycle caused by shortage of resources; repetitive work caused by relaxed standard of Coding and other R&D processes. There are also a number of problems in R&D organizational system. Such as the ineffective communication between product sections and business sections and the different divisions of product R&D personnel and marketing personnel which will be adverse to coordination of products and markets departments. In addition, every business section should be responsible for its profits and losses which would be a waste of resources. Research and development organization system is the main problems of communication with division:products division, the contradiction; Product development and marketing personnel points belong to different organization, make product and market is difficult to coordinate; The division of financial self-sufficiency, cause the waste of resources, lack of resources sharing platform.According to the problems be mentioned earlier, this paper proposes that improvement of customer satisfaction, further steps of normalizing the development process, optimization of R&D organization structure and improvement of talents training system should be taken by Inspur Group.
