Along with the continuous improvement of our country paying attention to the water conservancy work, water conservancy projects are constantly emerging in large numbers.The number of water conservancy survey project is substantially increasing, and the market of water conservancy survey is increasingly activing, lead to the competition of the industry of water conservancy more and mare acutly. The ideas and models of traditional project management revealed a lot of problems by completing projects on time for the the ultimate goal.For example, lacking of effective management, low efficiency, organization and coordination ineffective, the high ratio of cost-benefit, seriously hurt the enthusiasm of project participants, greatly reduced the competitiveness of survey units in the market,and undermined the the smooth development of survey units. The development of the investigation units need to strengthen the project management,and the human resource as the most important factor has an important significance for the benefits of the project, the human resource cost accounting for the major part of the the investigation project cost, which is required to strengthen the cost controlof the human resource, that is standing in the perspective of the project to confirm and to measure the cost of the human resources. At present, along with the water investigation market becomes more saturated,the competition of the investigation items between units is becoming increasingly fierce.An important way of improving market competitiveness of the investigation unit is to control the cost of the the human resource.And how to control the cost of the human resource and how to adjust the structure of the human resource attracts more and more attentions. The focus of the management of the water conservancy survey project should conform to this trend and make timely adjustments, establish the cost control system of the human resources for a project, by the relevant theory of the cost of human resource of human resource accounting riching and innovationing the ideas and models of project on human resource management. Through the development of the project on human resource management, formulate a scientific estimates of human resource cost, before the specific implementation of the project, optimize the structure of participants, strength the cost management of human resource in the implementation process,measure by the recognition in the projec of the cost of human resources, derive various types of assessment indicators, find out shortcomings, suggest improvements,improve efficient use of relevant theory of the cost of human resource, control the range of variation of the cost of human resource, promote the project benefits of survey maximize, under the premise of ensuring the quality of completion of the project, shorten the completion time of the project, streamline the members of the project team, improve the efficiency of the participants,break the phenomenon of the "high-cost, low performance, personnel, long time",which cause the adversely affect of the completion of the project and even the development of survey unit. Oriented to Human Resource Cost Management, establishing the relevant theory of the cost control of human resource of project can not simply copy the original experiences and practices,and should learn from the experiences of others in the same way, strive to open up our's new ideas and new methods.Against the problem described abovly, this paper make full use of existing conditions, including South Office, Water Conservancy Survey and Design Institute of Jinan City, the work site of Shandong Province Water Conservancy Survey and Design Institute, the library's various databases, etc, using literature methods, comparative research methods, statistics method, etc, adapt he development of the project management and human resource accounting range in international and domestic,and combine the characteristics of Water Conservancy Survey project,try to use the principles of the relevant theory of the cost control of human resource of project to commence the study of the status quo and existing problems about participants'cost of human resources in the project represented by the survey and bound the region between Nansi and Dongping of South-to-North water diversion, throuh comparing and experiencing reference the more successful working condition of the cost control of human resource of project in the domestic, as the principle to sustainable development, mading specific recommendations to investigate the application of the cost control of human resource of project in the water conservancy project, explore to establish new program to help water conservancy unit increase revenue and improve efficiency. Enrich the content of the theory of cost control of human resource of project,and develop the areas of research about the cost control of human resources, further enhance the society and practicality of the cost control of human resource.
