Although hybrid electric vehicles enjoy remarkable advantages, they are confronted with certain development challenges such as technology,cost and price problems at home, to achieve a wide range of applications,effective fiscal and taxation policies are of vital importance. The thesis is under the background of hybrid electric vehicles industry in China.Combining hybrid electric vehicles and domestic fiscal and taxation policies,we research on the economic effects of fiscal and taxation policies to hybrid electric vehicles in public economics and public finance perspectives.By analysing full life-cycle cost gap between hybrid electric vehicles and traditional fuel vehicles, we argue that the advantages of full life-cycle cost of hybrid electric vehicles are not outstanding at present and economic effects of domestic fiscal and taxation policies to hybrid electric vehicles are not obvious.Therefore, technological inventions of power batteries should be the target of fiscal and taxation policies at next stage. As for subsidy means, personal purchasement should be encouraged in the form of cash subsidies.In technological inventions of power batteries link, we hold that tax incentive is more preferable to encourage power battery manufacturers to cut down costs of power batteries by technological innovations.In personal consumption link,we argue that we should design more flexible fisical steps such as vehicles liscences exemption,road driving and parking priority and so forth to lower usage costs of hybrid electric vehicles.
