EKC theory explains the relationship between environmental pressure and economic growth.Technical progress can change economic growth mode and alleviate environmental pressure.It has important meaning for guide the change of the pattern of economic growth to explore the relationship between technology improvement and environmental pressure at the time of China's rapid economic development.This paper expounds the theoretical relationship of economic growth and technical progress.We used total factor productivity to represent technology progress.Total factor productivity is the growth rate of output with all other factors besides labor and capital.It reflects the connotative expanded reproduction and reflects the comprehensive utilization efficiency of input elements.We choosed Malmquist index to calculated the total factor productivity growth, production efficiency rate and technical progress rate.The Malmquist index method can measure total factor productivity change of different periods.The nonparametric DEA method need not predetermined production function forms.It can directly measure total factor productivity change from the input and output perspective.This paper expounded the EKC theory,introduced four EKC relationship of pour the u-shaped, u-shaped, N form and synchronization relationship, and show some disadvantages of the EKC theory.Through the EKC model to investigate the relationship between technological progress and environmental pollution.We measured Malmquist index of 28 province from 1991 to 2008,then we got Total Factor Productivity Change,Production Efficiency Change and Technical Change,and used these as technical progress.We did EKC empirical research of industrial wastewater quantity,sulfur dioxide emissions,industrial smog industrial emissions,industrial dust emissions,industrial solid waste emissions and technical progress with panel data model.We found Total Factor Productivity Change and Production Efficiency Change depended on Technical Change,but the Technical Change is slight.It reflected neglect of technology of China's economic development.The EKC form of technical progress and industrial pollution presented N relationships,that to a certaim degree of technology development that will make pollution increase.Chinese vulgar economy development ignore the technology improvement and pollution control.We also stay in middle industrialization and difficult to limit environmental pressure of industry development.Economic development will bring huge pressure on the environment.We must change the style of economic growth,increase technological progress and build the environmental protection mechanism to reduce emissions of pollutants.
