In the context of economic globalization, the international division of refinement, space industry agglomeration become the regional economic development is a common phenomenon, known as the regional agglomeration economies engine of economic growth. Economic growth around the world is inseparable from that of industrial agglomeration. Industrial agglomeration formation of industrial clusters may have a competitive advantage, optimize the industrial structure, promote new industries and urbanization, and the impact of economic growth throughout the region. In2011, the Inner Mongolia Autonomous Region in the "Twelfth Five-Year Plan" clearly pointed out the need to vigorously adjust and optimize the industrial structure, accelerate the construction of diversified development of modern industrial system, to further improve the industry concentration, characteristics and advantages of promoting the development of industrial clusters. This article is based on industrial clustering effect and efficiency of enterprises basic theory, application location quotient measure the degree of concentration in Inner Mongolia12regions, and the use of DEA method estimates the changes in technology and scale efficiency of12regions, and with the Malmquist index measure of reflect the efficiency of industrial enterprises and industrial TFP growth conditions, for12regions are trying to produce industrial clustering effect analysis. The results show that the parts of Inner Mongolia industrial agglomeration level, and has a certain scale economy and scope economy, but industrial agglomeration not bring the improvement of technical efficiency. In Inner Mongolia regional industrial agglomeration level and development potential of quantitative analysis, to further enhance the level of Inner Mongolia regional industrial agglomeration and has important significance to promote coordinated development of economy.
