To cope with unemployment and employment problem, countries in the world have established special financial expenditure, employment expenditure, in order to promote employment and consider it as the core financial support strength on the implementation of active employment policy. In recent years, the scale of employment expenditure expands constantly. In this situation, to analysis, evaluate and optimize the effect on employment expenditure is complete necessary.This paper uses the principal component analysis method to quantitatively analysis employment expenditure performance. Use ten years and 31 regions as the paper's sample to evaluate the employment expenditure comprehensive performance and then rate sort.Through analysis, the conclusion of this paper is that:1) Since 1999 the performance of fiscal employment expenditure is rising. Combining the reality to analyze it, this is mainly attributed to the constant expansion of fiscal employment spending and the increasingly perfect of employment policies. From overall simple estimation of a regression equation, the elastic coefficient of fiscal employment expenditure is about 5.1821%. It means that when fiscal employment spending an additional 1%, there will be a 5.1821% increase in the number of urban employment. This is consistent with the conclusion made by principal component analysis.2) From 31 regions analysis results, Jiangsu, Jiangxi, Zhejiang, Shandong, Hunan is outstanding on employment spending comprehensive effect; Fujian, Guangdong, Sichuan, Yunnan have higher level in employment spending comprehensive effect. Because of the weaker economy, Ningxia and Tibet is lowest in comprehensive effect. The scale of them is too small and employment policy is not lack.According to the analysis result, this paper suggests to increase the investment in employment and reemployment capital, to improve fiscal expenditure of employment policy and to establish the reasonable evaluation system on employment expenditure performance.
