The development of NPO is important to the promotion of social harmony and stability, increasing employment, innovation in social management, and other aspects of social.However, the NPO, particularly the development of charitable NPO in China face difficulties. The reason, On one hand is from the NPO itself: there is lack of charity, organization development and projects is in the patriarchal mentality, NPO of amateur and other reasons. More important reason for failure volunteer is from the reality of China's current social environment:non-profit organization has difficulty to find affiliated units to complete the registration, to obtain legal status, and to own a stable source of funding sources. The social enterprise, in the form of social organization management innovation appears, and is possible for these problems.However, the development of social enterprises in China has many shortcomings:there is no perfect management system, the paradox between commercial and public welfare and the market competitiveness of enterprises themselves.
