The research task and management system of national specific institutions have all changed with the development of society. Thus, an overall, scientific and accurate evaluation using scientific methods is very important to the reform and development of the institutions. This question is a sub-program of《Study on Comprehensive Evaluation System of XXXX National Key Laboratory》. The objective of this is to give a comprehensive evaluation method which is both subjective and objective and develop the software of comprehensive evaluation.In the paper, we do a lot research on some traditional comprehensive evaluation methods first. We analyze characteristics of these institutions. Then, we point out that these methods do not work well on comprehensive evaluation of national specific institutions because of the special tasks and characteristics of these institutions. We advise to choose indexes using Delphi, and calculate objective weights of indexes by Analytic Hierarchy Process. We reduce the numbers of indexes by Principal Component Analysis. We use 0.8,0.9 and 0.95 as thresholds of PCA separately to choose principal components. By calculating the contribution rates of all principal components, we get subjective weights.Calculate the evaluation values with objective weights and subjective weights individually. Take weighted mean of above results as expected outputs of neural network and train net which will be used to forecast evaluation results with BP learning method. Classify the results with Cluster Analysis. Then, A numerical example is of the comprehensive method is given.At last, we use Visual C++6.0 to develop the software system of the comprehensive evaluation system. To make user interface more friendly, we use BCG interface library based on MFC.
