Distribution network planning is an important part of power grid construction.Excellent grid planning is an effective means to ensure the safety,stability and economic operation of power grids.It is also an important prerequisite for ensuring the rational,effective and full utilization of power construction funds.Distribution network planning has been subject to the government and power companies attach great importance,and distribution network as a terminal part of electricity has become the focus of power "13th Five-Year" plan.However,there are still many problems in the current planning and management of distribution network,the most prominent one is the quality evaluation of distribution network planning.In 2015,the National Energy Administration released the "Action Plan of Power Distribution Network Construction and Renovation(2015-2020)"and pointed out the importance of planning distribution networks in the new phase of distribution network construction.Although the government and power enterprises attach great importance to the quality of distribution network planning,the management methods and methods used in actual work are still relatively backward.The problems of "reorganization,light implementation and lack of assessment" have taken place,especially in information technology Application.This paper attempts to establish a quality indicator system for distribution network planning,research and development of real-time monitoring platform for quality indicators of distribution network planning and application in distribution network planning and management.First of all,through the analysis of relevant research status at home and abroad,we find that there is no systematic research on the design of the quality index system for distribution network planning.Secondly,we introduce the basic theory and basic methods of designing the quality index system of distribution network planning.Analysis weight and neural network comprehensive evaluation test criteria two parts,and design the distribution network planning quality index system;again from the system analysis,system design and module building several aspects based on the B/S with The real-time monitoring platform of grid planning quality indicators,and a detailed analysis of the module components and structural functions;Finally,in a Class B case analysis of the use of the system,put forward specific application programs to evaluate the effectiveness of system applications.The validity of the application of real-time monitoring platform for distribution network planning quality indicators in the planning and management of distribution network was verified by theoretical and practical studies.This paper provides a new research perspective and method for planning and management of distribution network.The research results can reasonably reflect the quality level of distribution network planning.For distribution networks in different regions,we can make a horizontal comparison to find out the weak links for distribution Network planning,construction and development laid the foundation for the promotion of distribution network planning and management level.
