Urban waste charge as the major economic method to solve the problem of urban waste has been accepted gradually by public. Various cities start to design and implement fee policies which are suitable for themselves, fee policy of Xi'an has been implemented for many years, many problems arise during execution, for example, the collection rate is low, the fee is not based on the amount of waste, and the supporting policy is not perfect and so on. Because of these problems, Xi'an faces the financial burden of urban waste treatment, and the fee policy doesn't attract enough attention of people.For solving above-mentioned problems, under the guidance of the theories of environmental economics and Pigou tax, using for reference to the successful experiences of the other cities home and broad, contacting with the reality of Xi'an. this paper put forward a scheme to improve the current fee policy of household rubbish in Xi'an, especially the part of charging from residents, then the scheme is valued from three parts which are environmental effectiveness, economic benefit and finance bear ability of people. The scheme includes charging method, pricing model, collection method, charge range and so on. In order to make the urban waste charge connect with the amount of waste, the paper use 2-tier pricing method to establish the price model of floating ration charge mode. Finally, some suggestions are made to ensure the implementation of the scheme. We hope the scheme can solve the problems of current fee policy of household rubbish in Xi'an, and promote the construction of Xi'an city.
