The water resource is rich in the world, but the available water resource is limited, according to the statistics of the experts, the reserve of global freshwater accounts for only 2.5% in total water reserve of the world. Besides, the dynamic water involved in the global water circulation accounts for only 1.6% in total freshwater reserve. Since the 20th century, with the fast increase of global population and the development of agricultural and industrial production and social economy, the industry, business and the life of urban resident need more water. Therefore, the water resource demand grows faster and faster. Neither large river nor large lake and reservoir are in Shenzhen City. Therefore, Shenzhen is a city suffering a desperate shortage of water. Thus, it becomes very important to strengthen the management of water resource, as well as establish and improve the proper water supply management system. As the largest running water provider of Shenzhen, it is urgent for Shenzhen Water Group to strengthen the information construction of the water resource management and improve the management efficiency of the water resource.This paper research mainly the design to charge MIS for Shenzhen Water Group. Firstly, it introduces the development trend and competition pattern of Chinese water service, the current status of Shenzhen's water resource, analyzes water supply and demand of Shenzhen and the trend of water consumption change, and put forward the charge MIS'target and operation environment based on the actual demand of management of Shenzhen Water Group. Next, the paper designs the algorithm for the ladder approach water charge of Shenzhen based on the ladder water charge approach in terms of the basic water charge calculation model and the component analysis of the urban water charge. It put forward analytic hierarchy process module and sets a performance assessment target for the business department in terms of analysis and comparison for the common performance assessment methods. In the last chapter, the paper makes the design and realization of the charge MIS, including designing the BPR, module structure and realizing the software functions.This paper mainly makes research on the charge management system of Shenzhen Water Group. Its theoretical meaning lies in providing meaningful reference for the information construction of Chinese water service system. On the other hand, its practical meaning lies in playing an active role in the information construction of water resource management of Shenzhen and improving the utilization rate of the water resource.
