The Research On Rural Surplus Labor Force Transferred In Local On Shaanxi Province

Shaanxi is located in the western region. It is an agricultural populous province. It has the obvious difference of the dual economic. The rural areas as a relatively independent compared with the cities and towns has significantly behind characteristic With the continuous development of agricultural mechanization, The rural surplus labor force also continue to accumulate and promote the existence of underemployment. Meanwhile, a large number of the rural surplus labor transfer the urban bring about traffic congestion, housing shortage, rising prices, employment pressure and so on. Thus, to explore a path about the rural surplus labor force transfer in the nearest county economic development is of great significance. This paper based on the previous theoretical research,, using empirical analysis and normative analysis, and giving priority to the empirical analysis,, based on the relevant data of the county economy in Shaanxi Province. Using spss statistical software to analyses the feasibility of absorb of surplus labor in County economy. Investigating the effective paths and methods of county economy to absorb surplus labor, Conclusions are as follows:counties (cities) should be based on local realities, and taken their respective advantages, developed characteristic economy, promoted the industrialization of agriculture and rural urbanization, and enhance the capacity to absorb rural surplus labor force, then come to accelerate the development of county economy and achieved Labor-place transfer.As we can see from this analysis:Shaanxi Province has a large rural population. The overall level is still low, although the quality of the labor force is continuing to improve. There are many reasons for the large rural surplus labor in Shaanxi Province. The most critical affected factor of rural surplus labor force in place to transfer within the county is the level of development of county economy. The county economy is more developed, the less the number of surplus labor in rural areas. It is can be seen from Empirical analysis that overall the level of county economy in Shaanxi Province is relatively low, and there is a larger number of surplus labor. Developed counties in Shaanxi Province which rely on resource advantages to making a higher level of economic development are located in northern Shaanxi.
