Research On The Transfer Of The Rural Surplus Labor Force In Baoding Cities And Counties

Rural surplus labor transfer is an important economic phenomenon. It reflects the process of economic development and industrial transformation, this labor reallocation in different industries improved labor productivity and economic development level of the whole society. Based on the above reasons, many experts and scholars have focused on the transfer of the rural surplus labor force. There are about 1.55 million rural surplus labor forces at the end of 2007 in Baoding city, accounting for 30% of the proportion of working population. The large population surplus hindered the improvement of Agricultural labor productivity, rural income and rural development. So it became an outstanding problem which needs to be resolved in new rural construction. Therefore, it has very important practical and theoretical significance in the transfer of rural surplus labor force of Baoding city, The purpose of the research is how to achieve reasonable and orderly transfer of the rural surplus labor forces in Baoding cities and counties.Based on relevant research from home and abroad, the theory of production structure, rural surplus labor force transfer theory this paper adopts the qualitative analysis, quantitative analysis, normative analysis, empirical analysis to explore the status of the transfer of the rural surplus labor, related factors which affect the transfer of rural surplus labor, the research on rural surplus labor force transfer necessity and how to achieve the smooth transfer of rural surplus labor force.First, there are a comprehensive overview of the relevant concepts, theories and research background of the transfer of rural surplus labor force. And it made a comparative analysis of the general level of rural economic development and the industrial structure of rural labor resources. And this paper adopt Chen Xian Yun's calculation method of the cultivated land area per labor force to calculate and comparatively analyze the rural surplus labor force of 25 counties. The result shows that there are great differences between the total amount and residuary rate of inter-regional rural surplus labor.Secondly, based on the research on the transfer rate of the inter-regional rural surplus labor, According to typical, comprehensive, operational principles, this paper further constructs indicator system which affects rural surplus labor transfer, using multiple linear regression analysis, and using SPSS software to conduct quantitative analysis. The research show that:the secondary industry development level of county economy, the average schooling of labor force, the rural per capita net income, the natural population growth rate,the urbanization rate,the fixed assets investment in rural areas and per capita land. And these factors all have significant effect on the surplus labor transfer.Again, based on the research on the necessity of the rural surplus labor force transfer, the paper uses quantitative analysis to study the influence made by the transfer of rural surplus labor force on the increase of farmers' income. It shows:wages income contributes more and more to the increase of farmers' income, that is, the transfer benefits of rural surplus labor force is very obvious. Therefore, the acceleration of the surplus labor force transfer has become a key to the solving of "San Nong" issue.Finally, based on the qualitative analysis and quantitive analysis, combining with the situation of development of all counties and cities, the paper locates and selects on the transfer mode. Highly developed non-agricultural counties and cities should reply mainly on the local transfer of rural surplus labor force; On the contrary, lowly developed non-agricultural areas should mainly reply on the allochthonous transfer of surplus labor force. And also for how to realize the transfer of rural labor force, this paper makes countermeasures and recommendation.Research features and innovative points of this paper:(1) The innovation of research methods. This paper uses qualitive analysis integrating with quantitive analysis to thoroughly discuss rural surplus labor rather than only adopting qualitive methods. By structuring the index system which effects the transfer of rural surplus labor and also analyzing the output mode, this paper has made sure what influences rural surplus labor in an more objective way. Besides, the evaluation of benefits over rural surplus labor and the selection of transfer mode are also based on the combination of qualitative analysis and quantitative analysis.(2) The innovation of research objects. Currently, a majority of scholars pay more attention to macro-aspects research when they study rural surplus labor, and mostly target at rural surplus labor within countrywide or provincial areas, but the achievements about county-level areas are few. This paper targets at rural surplus labor transfer in counties and cities, thus enriches the micro-aspect research on the transfer of rural surplus labor in present academic field.
