Research On The Reform Of National Treasury Centralized Payment System Of Zhuzhou City

The financial funds of China have been collected and appropriated by the collection agencies and the budget units through setting up multiple accounts for a long time. However, with China's socialist market economic system's gradually establishing and the Finance System's constructing preliminarily, its shortcomings is being more and more obvious. Therefore, its has become an important problem demanding prompt solution: how to reform and reconstruct the treasury management system.In accordance with requirements of ministry of finance and reform program of Hunan Province, Zhuzhou officially becomed the reform pilot of national treasury centralized payment system reformation in April 2005. Taking Zhuzhou City as an Example, this paper mainly researched the reformation of national treasury centralized payment system. By fully affirming substantive results of the reformation of the national treasury centralized payment system in this city,this paper pays enough attention to discuss the problem appeared during the reformation.This paper is divided into six chapters. The first chapter is the introduction. It mainly describes the domestic and international background background of the research of the state treasury collection and payment system reformation. Its purpose is to refine the significance of my research, and then find the train of thoughts, methods and content of my paper. The second chapter is the theoretical foundation of this article.Focusing on public finance theory, principal-agent theory and so on, I explored the theoretical reference of national treasury centralized payment system reformation in China. The third chapter of this present is to introduce the current situation of Zhuzhou, I detail the main effects of reform and analyze the main problems existing in the process.The forth chapter is policy reference. By comparing the practice and experience of the national treasury centralized payment system reformation in foreign developed countries, it provides reference for deepening the reform of the state treasury collection and payment in Zhuzhou. The fifth chapter is policy recommendations, it provides specific improvements and recommendations for Zhuzhou. The sixth chapter is conclusion and outlook. It carries out future prospects and ideas for further information by summing up the foreign experience of developed countries and national conditions in zhuzhou city.
