Research On Dynamic Monitoring And Management Of Qushi Treasury Centralized Payment

As we know, it’s an inevitable trend to strengthen the management and constraint of the use of financial funds. However, all sorts of practices show that, no matter what the payment method financial funds adopt to, direct payment or authorized to pay, dynamic monitoring management is still an indispensable and important link in the operational process of financial funds. By the dynamic monitoring to financial funds, illegal or non-normative behaviors can be found timely, which can strengthen the standardability, validity and safety of financial funds. At present, the National Treasury Centralized Payment Reform, nearly lasting 14 years, has being gradually carried out all of the country. However, compared with the high-speed of the National Treasury Centralized Payment Reform, the construction of dynamic monitoring system is lagging seriously behind. This situation is not only adverse to further deepening of the National Treasury Centralized Payment Reform and the improvement of the modern national treasury management system, but also inconsistent with the elaborate and scientific management of financial expenditure, and the need of establishing the public finance management system. Against such a background, it is essential to do some relevant theoretical researches.This study keeps centering on the advance and majority of the dynamic monitoring work on the national treasury centralized payment from the perspective of financial workers, based on the working practices of Finance Bureau in Q City, introduces some basic concepts and theoretical bases of the National Treasury Centralized Payment Reform and dynamic monitoring system at length; At last systematically summarizes the main methods and work performances of dynamic monitoring mechanism construction in Q City; earnestly analyzes the problems and reasons in the current dynamic monitoring work of the national treasury centralized payment; on the basis of the experience learning from domestic and overseas, deeply discusses the methods and specific measures for further work.In this paper, I have forward some new ideas and new thoughts,for example, establishing the “big data” and “cloud platform” for national treasury centralized payment, discriminating the similarities and differences between the dynamic monitoring in national treasury centralized payment and budget enforcement. These arguments haven’t been put forward at home so far, no matter in the theoretical or practical circle. I hope that kind of thinking and exploration can make for further work on the National Treasury Centralized Payment Reform and the operation of dynamic monitoring work.
