Research On The Problems Of Mearsuring Households Unpaid Work

Household unpaid work is a kind of unpaid services carried out by household for himself and other household members for the final consumption. For example, the cleaning and repairing for the house and the home durable goods, preparing for the foods, educating and caring for kids, caring for Patients and the elderly, and the voluntary work supplied by the household members for the other household members or constitutions. The1993SNA excludes the housholds unpaid work, but some research show that its value is large in amount, if one country's output includs unpaid work, it maybe not only chang the trend of economic growth rate, but also influence the level of consumption and income distribution.the necessity of enlarging the SNA, furthering the understanding of the unaccounted for non-market sector economy and the understanding and realizing to mutual-relationship of the non-market and market sector,has reached a wider ange of consensus. Some contries such as USA, Australia and Finland have been made a big progress in accounting the value of unpaid work. However, the research on measuring unpaid work is still very lagging in China. This paper discusses the significance of accounting unpaid work at first and then overviews the objective, type and scope of unpaid household work. In this paper we explore the input and output method of evaluation means. The output method measures the value of unpaid household work from the product aspect whose results will be total value of output, added value and net added value. The input method measures that from the input and cost aspect, and can be classified into opportunity cost approach and the market alternative cost approach. So we make detailed analysis and comparison regarding the application way, evaluation method, calculation formula and the advantage and disadvantage of the above methods. Based on the evaluation system, we evaluate the national unpaid household work value in2008in China with seven approaches and make analysis accordingly. Meanwhile, we take the unpaid household work in Beijing as an example utilizing three market alternative cost approaches. We conclude this paper with a proposal that we should establish a more rational time using system, explore further on the accounting and build a household satellite account system.The main inovations of this paper lies on the flowing three aspects: firstly, estabish a relatively detailed households unpaid service valuation method system for our country's resident department. Secondly, combined with the data of national bureau of statistics2008time using survey and the valuation method, calculate and analysis the value of chinese households unpai work for the first time,and make foundation for following research and improvement. lastly, give some advices for the accounting of households unpaid work According to Chinese national conditions,and explore some possible accounts.
