In the20thcentury, the United Nations millennium summit set the millennium development goals,which took destroy extreme poverty and hunger as an important goal. At the beginning of2011thenew round of ICP project started three main goals, one of which is measuring poverty PPP data, toprovide statistical basis for "the millennium development goals"of the poverty reduction monitoring.In recent years, poverty has become the focal issues which was commonly concerned by economists,sociologists, government officials, non-governmental organizations and people from all walks of life.China as a rapidly developing country, in the first year of,the"Twelfth Five-Year plan",povertyreduction is also one of our important goals.As a huge country,the differences between the eastern and the western in regional economicfoundation, cultural background and resource endowment are too large. Each region is not of thesame price level, but our country of the poverty line is a uniform standard, unified by this measurepoverty line over the poverty level is clearly unreasonable. Therefore, this article will introduce ideas,such as the utility of cunrrency to measure the true extent of poverty areas.This article is divided into five chapters, general framework as follows: the first chapterintroduces the research background and research significance, the domestic and foreign researchpresent situation as well as the writing train of thought, method and main content of this paper. Thesecond chapter in this paper is the impotant and difficult section.This chapter tries to recommendcompletely relevant theory of poverty, make the definition for the poor, and as much as possiblemake a detailed description of the poverty measurement methods and calculation process, hoping tobecome a standard reference for readers. in the third and the fourth chapter is the empirical analysiswhich determine respectively the urban and rural areas in provinces and cities, and the determinationof the poverty line.
