State and local governments in the development and implementation of poverty reduction programs and policies for poverty reduction, the first thing to consider is how to identify the poor, and only after an accurate and efficient to identify the poor, can be targeted to these poor people were helped.This paper selects China Health and Nutrition Survey (CHNS) database provides rural population survey data of China’s12provices in2011, and the use of a one-dimensional approach to poverty poverty level fuzzy indices Chinese residents of rural households measure. First, from the China Health and Nutrition Survey (CHNS) database was selected per capita annual income of Chinese rural residents, education level and number of children of these three indicators to build a model to calculate the poverty line, China’s rural residents. Secondly, the poverty line is calculated based on estimates of Chinese rural households resident one-dimensional poverty fuzzy index and poverty fuzzy information index, by these two indicators to re-measure the overall poverty level Chinese households, and the characteristics of each province, respectively analyze the actual situation of poverty of rural residents in each province.
