Research On The Status Quo Of The New Type Old-age Insurance In Rural Jiangxi Province

China has further increased its overall strength as its economy continues to develop since the implementation of the reform and opening up policy. At present, China has launched the campaign of building a moderately prosperous society in all respects with the strategic goal of building a harmonious society. Among them, the continuous improvement of social security is not only the important component of building harmonious society, but also the superiority and fairness of the socialism, meanwhile, the requirement of Chinese characteristics social construction. Thus, the report to the17th National Congress of the Communist Party of China (CPC) party's congress proposed that we should "speed up the establishment of social security system that covers both urban and rural areas " and "explore the establishment of rural old-age insurance system".The State Council has decided to implement trials of the new type rural old-age insurance in10%of counties, county-level cities and city districts of China since2009and will cover the whole country by2020. In order to fully apply the Scientific Outlook on Development, the CPC Committee of Jiangxi province and Jiangxi provincial government highly concerned about the rural old-age insurance. Shortly after that, combined with its reality, Jiangxi Provincial Government formulated and issued the Implementation of New Type Rural Old-age Insurance of Jiangxi Province in accordance with the Guidance of Implementing Trials of New Type Rural Old-age Insurance (Issued by the State Council No.[2009]32).Since then,11counties and city districts have established the new type rural old-age insurance system with financial subsidies by the end of2009, and approved by the State Council new pilot type rural old-age insurance Working Group, another13counties will be listed as the second batch of pilot counties by the end of2011, thus,24counties and city districts in Jiangxi Province have entered for the new type rural old-age insurance system.After nearly two years of trial, Jiangxi Province has achieved some success in the new type rural old-age insurance system, yet still some problems revealed in the implementation process. In this paper, based on the rural reality of Jiangxi Province, the author has been dedicated to exploring how to improve the situation for the rural old-age insurance while learning from the useful experience of the old-age insurance system from home and abroad, and concerning about both the universality of the old-age insurance system and the individuality of rural Jiangxi Province to guarantee the effective and substantial development of rural residents.
