Research On Henan’s Rural Social Security

Henan province is a large agricultural and population province, since the policy ofreform and opening-up, the province’s economy gets rapidly development, the residents’living condition has been improved, living standard has been rised remarkably and thegap between city and rural areas has been gradually narrowing. In2011, The StateCouncil pointed out that Henan province should promot the equalization of basic publicservices,to ensure that the majority of urban and rural residents can share the fruits ofreform and development.Social security is public goods,whether the city or ruralresidents should be fair to enjoy the rights of the country.However, the long-term “sresscity, ignore rural” national policys, formed urban-rural dual system of society andeconomy and urban-rural duaity in Social security.China’s rural social security legislationis still lagging behind, the financial investment is little,narrow coverage and so on,in thiscontext，research on the status–quo of the rural minimum living standard security, newtype rural cooperative medical system, new rural pension insurance of Henan Province,for example, the lower standard is diffcult to meet the basic needs of live,the use of fundsis non-criterion,the medical mechanism is not perfect.Meanwhile, the level of pensioninsurance payment is low, and the structure of rural residents paying is unreasonable,collective subsidy is difficult to place.At last, learning the advanced experience of foreignrural social security,combined with the situation in Henan Province, propose to solve theproblems of rural social security,put forward to solve rural social security problems, andgradually perfect the rural social insurance system in Henan Province, making broadfarmers can enjoy more benefits.
