The Haihe River Basin takes an important position in political, economical andcultural field in China. But it also suffers severe water shortage and ecologicalenvironment degradation. The growing economic and population need more and morewater resource, and the groundwater has become the dominant supply for the HaiheRiver Basin. Since1970s when large amount of groundwater exploitation was firstrealized, it has offered more and more in the total water supply. In2005, thegroundwater supplied253*108m~3,takinguptwothirdsofthetotal supplyinthis basin.To better evaluate the available groundwater yield in Haihe Basin and suitable waterlevel, this paper took alluvial fan of Hutuo River as an example. The groundwater wasnumerical simulated and suitable water level was control studied. According to thecalculated water level, the groundwater control scheme after Diversion water fromSouth could be forecasted and analyzed.With the reference of Research on Haihe Basin Groundwater Management by theHaihe River Water Resources Commission, this paper collected large amount ofsurvey data of Hutuo River alluvial fan. The hydro geologic condition and soure/sinkterms such as rainfall, evaporation and exploitation were analyzed. Then thegroundwater numeric model (2002.01-2009-12) was built through GMS andModFlow2005. Groundwater budget of Hutuo River alluvial fan in8yearswasanalyzed, and the results show that the storage is decreased by52.60*108m~3, themean discharge and recharge amount is19.11*108m~3/a and12.53*108m~3/a respectively,and the mean permit exploitation is11.5*108m~3/a.Based on the above model, the suitable water level was calculated as:39-54m inShijiazhuang City,22-43m in Gaocheng,10-21m in Zhaoxian,15-20m in Jinzhou,Shenze, Xinji area respectively. According to the above results, the groundwaterstorage space in the research area is91.48*108m~3.On this foundation,the forecast numeric model of the groundwater (2010-2020) inHutuo alluvial fan was further built. Then forecasting and analyzing the groundwater control scheme after Diversion water from South could be realized. And the rationalityof the suitable water level could be confirmed.
