Jose E. Ramirez—Marquez and David W. Coit introduced common cause failure on the basis of independent cause failure of the components, which makes the system reliability estimation and associated design resembles the true system reliability behavior realistically. But in real life, some people pursue the compo-nents of the high life, and hope that the components can be durable and system reliability can be much higher, which forces expert to look for new ways. In this article, we give components introduction of technical and organizational actions. These actions affect the system reliability in two ways.(1)it will affect the state transition rate of a component. when we consider a component irreparable, it will affect the component failure rate.(2)These actions affect the system cost. because of introduction of these actions require certain cost, while the reliability of the system is under the cost and power constraints, Therefore, the introduction of technical and organizational actions will affect the reliability of the system. we prove that the system reliability can indeed improve in introduction of technical and organizational actions in the chapter5through two examples.
