China has a vast territory, recently years natural disasters occur frequently, people’s lives and property often face serious harm, which seriously impeding the development of national social and economic. Therefore, improving the government’s emergency management capability is imminent. Emergency management information system is the basic carrier to pass emergency information and decision support in the era of information, so the primary mission of improving the emergency management capability is to enhance the construction of emergency management information system, while fundamental geographic information rapid service is the foundation and key of emergency management information system. Aiming at catastrophic emergency rescue needs rapid fundamental geographic information service, this paper carried out technology research on multi-scale catastrophe emergency geographic data integration and rapid services, and built the multi-scale fundamental geographic information rapid service system for catastrophic emergency, to provide fast and reliable information service assurance and decision-making for emergency rescue command, disaster assessment and reconstruction. The major research work in this paper includes:Firstly, meeting continuity and integrity requirements of geographical entity for emergency rescue map service, we put forward a rapid merging method of polygon geographic feature based on entity matching, which is effective to achieve the seamless merging of polygon geographic feature.Secondly, we analyzed the applicability of service-oriented architecture (SOA) for catastrophe-oriented geographic information service system, designed the design goals, technical route and calculating mode of catastrophe-oriented geographic information service system, built the overall framework of catastrophe-oriented geographic information service system.Finally, with ArcGIS Server as map servicer, using Java, JSP, JavaScript and other tools, we established a space disaster information online integrated browsing and service management system based on B/S architecture, to achieve the catastrophe-oriented fundamental geographic information network sharing.
