Informatization has been the irreversible trend in modern economic and social development and governments at all levels have all regarded it as the core of the modernization drive here in China. As the economic, political, cultural and information center of regions, cities are playing a central role in regional development. Informatization at city levels is the key to the modern information-based country and information-based society and is essential to promote informatization at all levels. Urban geographic information public platform is the basis for informatization at city levels and is the key element to properly manage, analyze and utilize urban spatial information. Besides, it can provide database and technical support for urban informatization.Geographic public information platform is the integrated platform to provide geographic information for governments, public enterprises and institutions as well as for the general public. By data processing and integrating certain policies and standards, it has become the core to establish the basic geospatial framework. The platform construction mainly includes the construction of supporting environment, platform standard specifications, platform database and public technology. The platform construction is also the construction combined with both technology and management systems. Besides, the promotion of information technology application and basic data collection from departments concerned are two focal points for the management system.This project aims to set up the geographic public information platform for Zhejiang Province, thus making it an integrated part of "digital Zhejiang" initiative and important part of digital geospatial framework of China. It is hoped that by promoting geographic information co-building and sharing, we can also promote the co-building, integration and sharing and enhance the comprehensive development and usage of all information resources and establish the information resource management system, so as to provide services for governments, public enterprises and institutions as well as for the general public and promote industrialization and the development of new agriculture and service industry. Guided by principles of "overall planning, government leading, multi-facet support, platform basis first and fully usage of resources", the geographic public information platform for Zhejiang Province can be established step by step.This paper tries to analyze the status quo of informatization and the application of information technology in Zhejiang Province. From the perspectives of overall background, the need of geographic information sharing for governments, enterprises, the public and other departments concerned, as well as from the perspective of technical support, it lays down the needs of geographic public information platform for Zhejiang Province and emphasizes the important fact that the public information platform is the basis for the information-based cities. According to the aims and principles of platform construction, this paper also proposes the framework for geographic public information platform for Zhejiang Province and further studies this general framework in detail. In designing platform supporting environment, this paper proposes the design of software and hardware platform, and also the web system and network topology which this platform requires. It has analyzed the platform standard specifications from the perspectives of data standards, technical standards, database standards, and management ways, proposed the construction plan for database and analyzed and designed the remote sensing image database which is widely used in public basic database. The analysis of sub-systems of platform public technical support from the perspectives of platform application and sustainable development in this paper has also led to the proposal of technical framework "SOA(ESB)+Service GIS+RIA"...
