Flood is a kind of devastating natural disaster. Its suddenness, wide influence and highfrequency always results in extensive losses of lives and properties. Under the effect ofclimate and geographical conditions, flood occurs frequently and a great deal of residentdwellings collapse in China every year. Because of the weak building structure, ruraldwellings usually have more serious damage during the flood compared with urban housing.In order to provide theoretical bases for disaster management and decrease the losses ofresidents’ properties, flood risk assessment of resident dwellings is quite necessary. In thisresearch, taking the flood disaster of Kouqian Town in Yongji county in2010as an example,the reason of the disaster was analyzed from three aspects based on the theory of regionaldisaster; taking the seven communities of Kouqian Town as study area, the inundated areawas extracted from the remote sensing image during the disaster and the depth of flood wascalculated by using RS and GIS technology with DEM data; evaluation models of residents’properties were built based on the conceptual framework of exposure and residents’ propertiesof Kouqian Town were distributed to the Grids using GIS technology; GPS technology wasused in order to collect data of residents’ properties in Grid scale during the field and therelationship between the depth of flood and loss rate of properties was established by usingregression analysis in order to present flood vulnerability curves of resident dwellings; floodrisk evaluation model of residents’ properties were built based on the formation mechanism offlood risk and the flood risk of residents’ properties in Kouqian Town was evaluated at last.The results indicated that the areas with high level of flood risk were mainly located in Oldstreet, Lianshan bridge and the southern area of Hebei community; nearly half of thehabitation of Kouqian Town was submersed by flood and the most severe area was from Oldstreet to county hospital with an average water depth above3m; the calculation results offlood depth was verified through field investigation in order to prove applicability of themethod; besides, based on field investigation, the bungalow was more vulnerable than thestoried building, and the depth of flood water and the loss rate of resident dwellings were inhigh correlation. This research would provide an important basis for disaster prevention andreduction.
