Flood forecasting work is the basic of operational hydrology, it is animportant means of hydrology department who serves the society and releaseshydrologic data to the public, and the daily work of hydrology department needsinformation technology as the power of the development. Geographic InformationSystem is an advanced technology that analysis and process huge amounts of data,and the combination with the flood forecasting of operational hydrology is aninevitable trend.This paper mainly does the research of GIS that uses on the flood forecastingsystem and combines previous research results, it will provide a technicalplatform for Hydrology and Water Resources Bureau of Jilin Province to do thedaily work about flood forecasting. And it s a research that combines with theproduction practice.Under the premise of the use of existing forecasting methods and informationdatabase resources, through building a GIS platform and unified height system,achieve the functions as following: Map of hydrological information, spatialquery, attribute query, spatial analysis, measurement, station editing, mapoutput and the database association. And do the flood routing and inundationsimulation. Combining with the hydraulic engineering, to simulate the floodpropagation process of evolution in the river and floodplain, and carry the Dykescofferdam, dam water level space demo. At last, we put the process of propagationand withdrawal of flood out, and support data and image for decision-making offlood control consultation.By designing flood forecasting system, to achieve the functions of GIS suchas forecast generated by the program, forecast program query and predictionresults query. Through tracking station, the cross section, the predicted waterflow, to achieve hydrological information searching and retrieval or Floodsuperimposed to meet the needs of real-time consultation with the Flood Controland Drought.Through enhanced data management, integrated existing flood forecastingprograms into a forecasting system. According to the watershed and regionalcharacteristics, choose a different forecasting methods and models to carry outparameter calibration and model portfolio, make the development of flood forecasting programs and establish a flood forecasting database. By usermanagement, multi-user time can carry out flood forecasting at the same. Takethe administrative region of Jilin as border, select Shitoukoumen reservoir asrepresented forecast station, by using information processing, people carriedout in multi-period the data forecasts simulation calculations and publisheddifferent standard flood forecasting.Through this study, not only people can improve the level of floodforecasting, but also forecast flood cycle can be shortened, and then providedtimely information for decision-making. After the completion of the system, itcan not only solve the existing problems of flood forecasting, but also increasethe level of rainwater resources, it would support flood control scheduling andoptimal allocation of water. At last, the system can provide technical supportfor the protection of food security and ecological civilization constructionin Jilin Province.
