The Major Function Oriented Zone plays a huge role in allocating and planning resource. Researchers became aware of the importance on the major function oriented zone last ten years. But most studies were based on planning. Research on the monitoring and evaluation of the major function oriented zone were little. This paper focuses on the content of the major function oriented zone, constructs the index system and researches how to carry out the index. The main content and conclusions as follows:(1)According to the main-functional zones monitoring needs and some principles, the index system including resource, environment, ecology, natural disaster, economy, population, society, policy, and traffic is established. It makes the content of the monitoring and evaluation more specific.(2)According to the differences of data sources, the index data can be classified into the base geography spatial data, the remote sensing data and the social statistic data and analyzed them. Then the integration of data is studied. It makes the data sets more produced better.(3)Select the population as key indicators. According to the difference between urban and rural population distribution, it can establish the towns, villages and total population of space discretization model. Space discretization model parameters can be defined through statistical analysis. It concludes that coefficient among rural population density with roads, rivers, land-use are0.4145,0.3955,0.7878,0.9578. And then, based on the geographic data and the population survey data in2000, the town, country, and total population distribution models are applied to get the town, country, and total population distribution figures at a500m spatial resolution of2000in the yellow river. And the town, country, and total population of rank second basins are computed. It makes the construction of data sets on people come true. The result shows that population in the Longmen to Sanmenxia Yellow River basin accounted for38%of the total population. It makes population statistic based on geographic region not on administrative division come true.(4)Select GDP as key indicator. It can establish the first, second, third and total GDP of space discretization model. And then, the GDP1,GDP2,GDP3and total GDP distribution figures at a500m spatial resolution of2000in the yellow river can be calculated. The GDP spatial data combined with the population spatial data calculates per capita GDP data of the Yellow River basin. It makes the fusion of space economic data and population data and the construction of data sets on GDP come true. come true.
