In recent years, with the development of computer technology, electronic technology, database technology and space information technology, especially with the rapid development and gradual mature of the geographic information system technology, the research of cadastre management information system has entered a brand-new stage, and a lot of cadastre management information systems have been established successfully. The cadastre management development is directed to digitization and computerized day by day. Integration and Network oriented Land Resource System Information (LRIS) has become one of the hottest topics in recent LRIS’research.WebGIS, based on the Internet/Intranet network envirionment, is a new geographic information system, which can process, analyze and display the geographic information. Its basic idea is providing geographic information service on the Internet and making the user access only through Web browser to obtain the data of GIS. Compared with the traditional GIS, WebGIS has a lot of advantages, such as a wide range of user access, the client’s platform independence, the simple client port, the load-balance calculation and the less system cost. WebGIS can provide conditions for the socialization and popular of GIS. So, the GIS can supply the functions for the professional expertise and it becomes a powerful tool for publicly accessing to spatial information. It has much more far-reaching significance to the Land Resource Inforamtion System.Our paper mainly discusses the method to establish a Four-layer B/S structure LRIS. based on WebGIS technology and other sophisticated technology and studies the key technologies which can be applied to the system design, database construction, the necessary hardwares and software. In our design, the functional structure of the WebGIS-based LRIS includes five modules:imput editing module, system management module, information dissemination module, data query and statistics module and output graphics module, each of these modules is independent, but interrelated. At last, we use SuperMap IS.NET components to built in a local LRIS development platform for Hengyang,Hunan Province. This system is constructed to satisfy the need for daily services such as deliverying files, managing the article needs. It can be an efficient information tool for relavant professional people to inquiry information. It can realize the scientific style and the digital national territory of cadastre supervisory work informationization and lay the foundation for constructing the digital land and the digital city for Hengyang. Thus in some degree the system is practical and economic tool for helping the city to realizing digital management.
