Research On The Urban Land Rational Utilization Based On The Resource Allocation Theory

As a natural resource,land is also an important factor in the development of social economy.The efficient allocation and rational utilization of land resources are directly related to the sustainable development of social economy.At present,the economic development of China has entered the"new-normal",which has been transformed from high speed to medium-high growth,and the economic development environment is undergoing profound changes.Under this background,there is only a reasonable allocation of resources,especially land resources,can effectively cope with many new challenges and fully guarantee the supply-side structural reform.Therefore,it is especially important to study rational utilization and optimal allocation of urban land resources.This study theoretically analyzed the metrics for the optimal allocation of urban land resources,constructed an analytical framework for rational utilization of urban land;took the Yangtze River Economic Belt as an example to conduct empirical research,characterized the allocation of urban land resources from three dimensions-urban land use scale,structure and efficiency.On the dimension of urban land use scale,the paper analyzed the relationship among scale of urban construction land,urban economic and population,especially measured the degree of coordination between urban land and urban population expansion.On the dimension of urban land use structure,the paper analyzed the diversity and rationality of urban land use structure.On the dimension of urban land use efficiency,the paper estimated urban construction land use efficiency,analyzed urban construction land's spatial non-equilibrium characteristics and explored the influencing factors of urban land use efficiency.Finally this paper summarized the characteristics of urban land resources allocation and utilization and analyzed the restriction mechanism of urban land resource allocation,the following conclusions are obtained through research:(1)The research on the scale characterization of urban land resources allocation and coordination suggested that economic development of city located in Yangtze River economic belt is the main drivers of city expansion in urban construction land.However,to a certain degree,urban economic development must depend on the urban land expansion.The speed of city expansion in urban construction land has exceeded population expansion,which lead to discordance between the development of urban construction land and urban population changes.The end result is that the coordinating degree displays significant difference,specifically,dysfunctional cities distribute in upstream areas of Yangtze River economic belt,but the cities with high coordination degree located in lower reaches.This is closely related to the national economic development situation and the level of urbanization in the region.(2)The research on the structural representation and rationality of urban land resource allocation shows that the diversity of urban land use structure in the Yangtze River Economic Belt is not high,and the space for improvement is large.The irrational urban structure in the Yangtze River Economic Belt is mainly manifested by the fact that the phenomenon of excessive use of industrial land in the Yangtze river economic belt is widespread,and is particularly prominent in the middle and lower reaches of the Yangtze River.Individual residential cities with excessive occupancy are mainly located in the upper and middle reaches of the Yangtze River.In addition,in the Yangtze River Economic Belt,the excessive use of land for public administration and public service and low proportion of green land are common.(3)The investigation of the urban land resource allocation efficiency and its driving forces shows that:Overall,the urban construction land use in the Yangtze River Economic Belt is not effcient,but it is improving.The spatial unbalance of the efficiency of urban construction land use is significant in the Yangtze River Economic Belt,which decreases from east to west,and increases from south to north and then decrease.Moreover,it has obvious characteristics of "urban clustering".High-value areas are mainly distributed in the Yangtze River Delta urban agglomerations,and low-value areas are mainly distributed in urban agglomerations such as Dianzhong and Qianzhong.The efficiency of urban construction land use is affected by multiple factors.Industrial structure,Economic development,and urbanization levelhas commonness function to the utilization efficiency of urban construction,and it is the key elements affecting the urban construction land use efficiency.Science and technology,government intervention,foreign investment,and.However,land marketization degree,the level of science and technology,and the influence of foreign investment level have different influence in different regions of the Yangtze River Economic Belt.(4)A conflict confronted by the urban land optimal allocation research shows that:the urban constction land use and configuration of the Yangtze river economic belt is a series of problems,sum up its essence is the urban land resources mismatch in supply and demand,this mismatch is embodied in the following three aspects:urban construction land supply and demand on the quantity of mismatch,urban construction land supply and demand on the structure of mismatch,urban construction land supply and demand mismatches in space.
