After the devastating earthquake, the remote sensing is an effective method to accessdamage in the affected areas. Thus the remote sensing images have become importantsources of information for the earthquake emergency rescue andearthquake damagesurvey.But until now, the most commonly means to share remotesensing images are file transfer andeven hard copy. There is poor interpretation and duplication problems extracting damagefrom remote sensing images by Stand-alone forms.The Digital Earth technology,a full use ofgeographic information system of remote sensing images, combinedwith the spatialinformation technology, computer network technology, multimedia,virtual reality technology,mass data processing technology and other advancedtechnologies, can realize networkingand3D-Visualization of remote sensing data and GIS data. The Digital Earth Platform canprovide a public,networking,3D visualizationplatform for the application of remote sensingimages to the earthquake emergency. The public Digital Earth Platform has the capability torealize the collaboration of experts from different regions and units to extract the damageinformation from RS images in a standardized way, in which the duplication of work can begreatly reduced, the interpretation time be shorten, and practical problems such as thereal-time collection and issuing of the identified seismic damageinformation.In order to the meet the needs of earthquake emergency, the thesis studied primarily theapplication of3D-visualization to the issuing of remote sensing images, and the thenuser-friendly browsing and seismic damage survey. The research includesseveral aspects asfollowing:First, the concepts and theories of digital earth are introduced. Thetechnologies of thedigital earth platform World Wind which isan open source software, and the method fordigital earth application development are discussed in detail. Based on the theories andtechnology, a practical digital earth application system is developed based on the buildingmethod of service-oriented digital earth system, using the open source WebGIS server andWorld Wind JavaSDK development of digital earth clientSecond, the method of remote sensing earthquake damage surveybyindividuallybuilding damage and group building damagewasexplored.According to the resolution of remote sensing images, the content for individual building damage surveyincludes structure type and damage grade. Building structure type identified from remotesensing images is generally divided into multi-story building, common civilian houses,frame structure and industrial workshop;the damage grade is divided into three levels as the"collapsed","partial-collapsed" and "un-collapsed". Based on the cases of Wenchuan andYushu earthquake, the detailed features of High-Resolution optical remote sensing imagewere studied indifferent structure and different damage grade. The main structure type anddamage of a group of building was investigated based on the feature of RS image in a spatialunit of street block or village.Third,“Earthquake Emergency Remote Sensing GlobePrototype System (EERS-GlobeV1.0)"was designed and developed.According to the needs and design goal of this prototypesystem, this paper designedthe system functions, operating environment, and the systemstructure. The core application functionality of this prototype system are spatialinformation services, professional emergency earthquake information services andemergency remote sensing images services,and the remote sensing damage surveyfunctions.Finally, the prototype system wastested by2010Yushu earthquake’s remotes sensingimages andapplied to the2013Lushan earthquake emergency. The practical applicationshows that, the EERS Globe can realize the basicgeographic information service, earthquakeemergency information release and remote sensing images’3D-visualization. The affectionof seismic damage identification on Digital Earth Platformis much better than on thetraditional two dimensional remote sensing image.According to this study of this paper, it indicate that digital earth platform has greatvalue to publish the earthquake emergency remote sensing images, other information, as wellas to extract the remote sensing damage from earthquake emergency remote sensing imageson the Digital Earth System. The EERS Globe can provide a very effective tool for theemergency rescue and damage survey.
