The secondary disaster refers to the disaster which induces by the primary disaster.The secondary fire is the most dangerous and most destructive secondary disasters. Theinitiation secondary fire’s reason has many kinds, and complex. The secondary fire cancause greater harm, it can cause the disaster to expand unceasingly and to continue.Therefore, in order to prevent secondary fires and reduce the loss which possibly creates tothe building and the personnel create by secondary fire. The simulation secondary fire’sdynamic spread and the appraisal risk to solves these problems to have certain function. Inthis article, The secondary fire spread model is makes the improvement to the existingmodel, and consider the relevant factors affecting the secondary fire. Simultaneously hasestablished the fire point probabilistic model and Fire hazard appraisal model. To computethe possibly loss creates by secondary fire. Uses the mature GIS technology, developsspread of secondary fire dynamic simulation and evaluation systems in the ArcEngineplatform. This article mainly has following several aspects of research and developmentwork:(1) Analysis of characteristics of the occurrence and spread of the secondary fire. Hassummarized domestic and foreign related secondary fire dynamic spread model and hazardassessment model research present situation.(2) The Huygens model uses in the secondary fire spread simulation making theimprovement. Considered that the environment and building’s structure type and the fireprotection are away from and so on influencing factors. Established the secondary fire tospread the probabilistic model between the building and the simulation secondary firespread model.(3) Established the secondary fire’s risk appraisal model according to the analytichierarchy process. And analyzed the influence building secondary fire hazardous eachfactor target and gives various factors the influence weight. Finally obtains the urban secondary fire risk rank division. According to the secondary fire risk rankcomputation the possibly loss which creates to the building and the personnel create bysecondary fire.(4) Unifies the GIS technology, and used Visual Basic language to realize thesecondary fire’s spread simulation, the risk appraisal and economic loss appraisal createdby the secondary fire in the ArcEngine software platform. It can give the related divisionalmanagement fire information and the guard secondary fire provides certain basis.
