Carbon Capture and Storage is an important technology dealing with climatechange. Compared to other two technologies–boosting energy efficiency anddeveloping new energies, CCS has an obvious advantage that it can retain the existingenergy structure and reduce carbon emission largely at the same time. This advantagegives CCS a large potential in China. Up to now, CCS legislation in China is almostblank, related policies are not clear either. CCS in China is facing the problems oftechnology immaturity, lack of finance, low support from the public etc. Business haslow interests in participation in CCS. In order to resolve those problems, it is importantto make perfect legal system and incentive policies for CCS.This thesis states the concept and theories of CCS firstly, then traces back to thebases of CCS legal system. This thesis also analyzes the value, prospective and hardshipin front of CCS in China. During the analyses, the legal systems from Europe, America,Australia, Canada and other developed countries are taken as examples to discuss themain issues of CCS. Apart from that, some advices are given to CCS legal system inChina. The legal framework has two parts: the one is to harmonize CCS system withexisting laws, via connecting the existing environmental laws and energy laws. Theother is to make new CCS regulations. Lastly, some policies about CCS are discussedand some advices about incentives and business participation are given.
