After2008, China’s emergency management will gradually focus from emergency relief when disaster transferred to pre-disaster prevention, based on this thinking, this paper carried out a Traffic Emergency Guarantee System. The system of Emergency Traffic Guarantee is the important part of the Emergency Guarantee in region or area, including kinds of many sub systems. Extending its discussion scope to suburban areas, this paper proposes emergency management mode to construct network for Emergency Traffic Guarantee. Meanwhile, in terms of the basic elements of Emergency Guarantee networks, further discussion will be focused on:emergency traffic node and emergency channel. Based on node importance, node Level division, and scope limits of emergency, the layout of Emergency Traffic node is mainly analyzed to determine relating metrics index, calculate its mode and program; In combination of the aforementioned conclusion, this paper represents the distribution and regulation of emergency resources by grading the resources of Emergency Node, exploring and citing its mode; The last part, according to the optimal analysis of Transportation Emergency Channel, multipath measures to minimize succor time and target on vulnerable areas with single-channel are suggested through identifying the optimized objective. In this paper, the problems and shortcomings of the existing mechanism of emergency management in China have been investigated. And a horizontal and vertical Linkage Mechanism has been suggested in the basis of transport agency itself and between other departments to guarantee a "Unity of Command, Efficient And Orderly" emergency management. Due to the correlation theory of network stability is not mature yet, this paper merely begins with measuring criterion of network reliability, and tries to study its assessment criteria, while the listed Approximate scope is for reference only.Case analysis:combining with the research and relevant data about Emergency Traffic Guarantee of Chongqing conducted by Chongqing Comprehensive Transportation Institute, then applying paper mode, a final conclusion about construction and layout of Emergency Traffic node in Chongqing will be proposed.
