In the present research, we combined advantages of flow injection analysis (FIA) technique and the BDD for the rapid determination of COD. The study mainly discussed two aspects:one is the portable COD detector with FIA, one is the On-line COD Detector. The development process and the characteristic of those techniques were introduced. The electrochemical method was used for the COD determination, and in the electrochemical oxidation process in traditional three electrode system, the BDD was employed owing to its advantages of high oxidation current, corrosion resisting and high mechanical strength, which could enhance the reliability and the stability of the experiment data.In this paper, the feasibility of flow injection analysis technique with boron-doped diamond film electrode for COD fast detection was proved by experiment. We discussed the influence of working voltage, flow velocity of incoming-stream, chloride ion, pH value on the current. The working voltage, flow velocity of incoming-stream, pH value were respectively2.8V,10ml/s and6-8. The chlorine ion of interference should be eliminated when samples were detected. The experiment proved that the detection limits of this instrument was10mg/L and the accuracy of the test result was tested by actual water.Experiment results showed that the fabricated COD detector has excellent stability and low detection limit (10mg/L), and highly accurate results could be achieved in the neutral condition. Considering that chloride ion has an obvious interference to the result, it should be removed before the determination. In the practical application in real wastewater sample, the measured results of COD Detector showed high accuracy and repeatability.Through the analysis of the existing home and abroad emergency monitoring technology, combing and evaluation, screening a large number of emergency monitoring and technical information suitable for China, we build four core database. In the database, collected the detection principle of each method, features, and the technical parameters of each instrument, manufacturer, contact information, apparatus, whether national certification through the National. When emergency monitoring events, can be more convenient extract all equipment information, provided convenient of emergency monitoring for users.
