Nowadays, Natural disaster relief work has been included as a strategic objective of the work agenda of Governments.With the worldwide frequent occurrence of sudden natural disasters, makes the prevention and management of natural disasters into the strategic decision of great significance.So far, China has established an interlocking Disaster Relief System. In recent years, Chinese natural Disaster Emergency Relief System has been basically completed. Central and local government has issued a series of related laws and regulations, developed various special contingency plans, and improved the government’s response capacity in the face of natural disaster. In order to ensure disaster emergency relief work carried out comprehensively, Government and military, Non-Governmental Organizations, Enterprise, Media, Domestic public and Foreign Aid Agencies to assume the main responsibility of disaster relief. However, behind these achievements, there are some inadequacies that can not be ignored. Facing all kinds of hazards caused by unexpected natural disasters, our legal system is not perfect, lack of specific laws and regulations. The low level of security caused disaster victims who are difficult to recover their normal life. By analyzing Disaster Relief System of the U.S, Japan and Australia, there are some experiences obtained. I believe there must have some reference to our Disaster Relief System. Many deep-seated reasons caused of these shortcomings. For example, historical and cultural factors, game between the interests of all the main and lack of risk-sharing mechanisms. For these defects, we must regulate the legal system first. On this basis, improving the oversight mechanism, integrating the disaster relief forces and vigorously promote the construction of Catastrophe Insurance System are indispensable. With the complete implementation of these measures, our Disaster Relief System will be more consummate.
