National Norm Disaster In Disaster Prevention And Mitigation System Build

China is one of the countries heavily affected by natural disasters of high frequency and diversity. During the past 15 years, various natural disasters have influenced about 3 billion people (times) and cost direct economic loss of almost 200 billion Yuan. According to statistics, in the 5000 large-damaged disasters since the foundation of the PRC, nearly 1000 occurred in ethnic minority regions, seriously destroying the regional "ecological-social-economic" system. Therefore, the research on prevention and mitigation system for normality disasters in ethnic minority regions, which is the responsibility of building government of service in disaster prevention and relief, will contribute a great deal to the enhancement of the residents' awareness and ability in these regions both theoretically and practically.Since the occurrence of natural disasters has formed normality, we propose a brand new concept of "normality disasters in ethnic minority regions",build the damage assessment system of these disasters with the method of layer analysis, and apply it to 3 classic natural disasters in theses regions-earthquake, avalanche and debris flow. After the retrospect of the historical evolution and the lack of experience, and the analysis for present situation of prevention and mitigation system, we summarize 4 basic principles:the coordination and dynamism for the management system, the validation for legislation and policy, the importance of capacity improvement, and the diversity for minority culture; and then construct the prevention and mitigation system for normality disasters in minority regions from the aspects of legislation system, engineering system and capacity system. In the end, we apply this whole methodology to the case of "11.02" Debris Flow in Chu Xiong, Yun Nan Province.
