The Vulnerability Analysis Of Natural Disaster System In Tibet

The global warming, caused by Human activities, has seriously shocked theecological system and social system on the earth, the sudden and varied naturaldisasters occurred frequently, causing serious life and property loss. At present,natural disasters have become the major obstacles of sustainable development inhuman society, also has become the hot issues in the international community andin academia.After the prevalence of Autonomy of a hazard factor, the research on risk hasgradually drawn peoples’ attention, and the study of vulnerability, as an importanttool in disaster risk research, was promoted to an unprecedented and veryimportant position. Tibet is an area, where social and economic lag behind, naturalenvironment is more complex, ecological environment is very weak, and naturaldisasters occurred frequently. It has an important meaning to analyze the naturaldisasters system and its vulnerability, so as to achieve the social and economicstability in development, and to promote harmony.This paper takes the natural disasters system in Tibet as the research object,basing on the general situation of natural disasters in Tibet, mainly analyzes thevulnerability of subsequently environment (natural environment) andhazard-affected system (society and economy),and introduces the correspondingcountermeasures and suggestions. Firstly, this analysis, basing on the review ofliterature, describes the vulnerability and natural disasters vulnerability relatedconcepts, and then uses the history data of natural disasters to make an overalldescription, pointing out that because of its special geographical position and thechanging climate conditions, the natural disasters in Tibet are morefrequent,various, widely distributes and more disastrous; Secondly, it uses the disasters system vulnerability theory and combines with the actual situation inTibet, making a deep analysis about the natural disasters system vulnerability inTibet area, mainly from the perspective of affected population and directeconomic loss situation. It shows that no matter from it’s subsequentlyenvironment or from the vulnerability of a hazard-affected body to consider, Tibetarea shows a strong vulnerability, facing with the sudden natural disasters, owingto its very special geographic location and backward social economic environment;Finally, it puts forward some countermeasures for the Tibet region in integrateddisaster prevention, drawing lessons from domestic and foreign advanced tactics.
