With the rapid development of industry, environmental issues are becoming more and more prominent. In1989, the United Nations Environment Programme (UNEP) launched the strategy of cleaner production; The "People’s Republic of Cleaner Production Promotion Law" has been into effect since January1,2003, which marks the legal level of implementation of clean production has now entered a new stage; Rare earth industry is developing rapid in our province, but there are some problems with the control of pollution. The pollutant endangers our environment. Therefore, we should promote clean production to make rare earth industry develop healthily, stably and sustainably. Minimizing the output of "three wastes", integrated recycling and improving the production environmental of rare earth enterprises are practical to promote the economical, clean, security and sustainable development of the province.In this thesis, rare earths of Sichuan Province and Leshan Shenghe rare earth enterprise are in-depth investigation. Carry out on the rare earth mineral resources and environmental cost accounting; Process for the production of pollutants were analyzed and scoring weights to determine the audit priorities, and made no/low cost projects; Through the establishment of material balance, analyze the potential of clean production,and then proposed medium/high cost projects. After the technical, environmental and economic feasibility analysis, the medium/high cost project is determined, that is bastnaesite roasting-hydrochloric acid leaching-precipitation separation process:hydrochloric acid leaching step and rebuild the coil of evaporation tank. The review process produced a total of29possible options, including27no/low cost projects and two medium/high cost projects. Implementation of cleaner production program has19, including17no/low cost projects and two medium/high cost projects, no/low cost projects implemented bring economic benefits to the company61,700yuan per year, also considerable environmental benefits, Two medium/high cost solutions bring to the enterprise the economic benefits9.2677million yuan each year,While reducing wastewater discharge65806.26m3/a,COD emissions2.45t/a, ammonia emissions0.27t/a, fluoride emissions0.23t/a; and the sludge residueproduced 1442.67t/a. With the gradual implementation of the rest programs and the continued implementation of cleaner production program, the companies will get more environmental and economic benefits.In this thesis,it verify the effectiveness and work out the clean production plan for sustainable development. Finally, proposed the security measures of auditing clean production of rare earth industry, which provided the methods and basis for successful audit of rare earth industry.
