With the continued decline in the global market of iron and steel industry,steel rolling equipment suppliers,enterprises are facing a severe test in the hitherto unknown turnover,profit orders,requirements of equipment construction project cost management from the original "wild type" to conform to the current environment "fine art type".Therefore,the accuracy of the project cost estimation and the effectiveness of the cost control must be continuously improved.Based on the project management of a typical rolling equipment manufacturing enterprises as the research object,analysis of the current situation in the industry and project cost estimation,cost control on all kinds of problems,put forward the cost estimate is not accurate and cost control reasons no effect are caused by unmatched product structure and to the characteristics of the industry and the enterprise project management idea,the data platform.This paper takes the project management and project managers from the perspective of responsibility cost management before and after the adjustment of the organizational structure of the company first face the market challenges for the discussion,based on the "attention" and "control" of the quantitative evaluation model analysis method,tries to "focus" and "decentralized" two the type of organizational structure,find the cost of management responsibilities assigned to cost estimation accuracy and cost control effectiveness;using the same method of data model,cost estimation and cost control are the four kinds of cost management tools to analyze,combined with the data of calculation results and actual situation,put forward the optimization model of scheme,corresponding to the argument the organization structure,responsibility cost management tools platform setting,implementation method.Cost management in the operation level,the continuation of analysis of four types of management tools,put forward the cost management of a "seamless data platform" the implementation of the system based on the combination of industry and product characteristics in detail after trying to design a cost management based on the integrated platform of the data platform to achieve to improve the accuracy of cost estimation,cost control accuracy of the specific situation;but also through the project case and the cost of activities of the introduction of planning subjects around the ideal platform for the implementation of cost estimation,cost control idea and method.In order to solve the steel construction project by industry,product characteristics caused by the difficulty in cost control,the paper finally focuses on the budget management of four kinds of cost management tools,optimization of cost management responsibilities previously discussed "mode" and "two aspects of the ideal subject platform" seamless data platform based on the premise of and the foundation,discusses the "dynamic budget management" concept of necessity in the process of product realization,project activities,and through the analysis of specific cases,compare the corresponding context data and "static budget management",the ultimate demonstration of "dynamic budget management" for the construction project cost control in steel rolling equipment to bring the validity of benefits...
