Soil is an important part of urban ecological system. It holds up nearly all kinds ofmatter pollution from industrial productions, livings, chenical fertilizers and pesticideswhich implying sorts of heavy metals. Heavy metals such as Cu, Pb, Zn, Cd, and Cr etc,are all non-essentiale elements of organisms. They will inevitably affect the soil enviro-nmental quality, and do harm to human health while accumulating in the soil. Therefore, industrial pollution of soil has been paid attention to more than before. In this paper, it has choosen soils from meaningful regions respectively which fromboth the typical emerging industrial park and elder industrial zone in Harbin as theresearch object under the dominant wind direction, such as No.3Power GenerationFactory of Harbin and Cement Materials Factory in Hulan Area as emerging industrialpark in recent years, Export Processing Zone of Harbin and Composite Material Factoryin Xiangfang Area as the elder industrial zone. We have studied on the present situationof soil heavy metal pollution, soil environmental quality assessment and ecological riskassessment. The results show that: The content of Cd in soil from industrial zones ismuch higher than the background value, and it is the primary hazards of heavy metalpollution. The results show that: The contribution of heavy metals such as Pb and Cd and Znfor soil pollution is particularly evident in representative sample areas of both emergingindustrial park and the old industrial zone with the application of Pollution Load IndexMethod. Pollution levels are both I, and elder industrial zone is more serious. Theevaluation result of fuzzy comprehensive evaluation method says: The content of Zn byCd have influenced soil environmental quality of emerging industrial zone, The contentof Cd in soil is the primary hazard for the elder area. Finaly, the evaluation results ofpotential ecological harm index method are medium harm in the emerging area, andstrong harm in the elder one.
