Oil refining industry play an important role in national economy system, its safety, stability, long period, full load and high quality operation has an important sense for improving the economic and social benefit of enterprise. The main work of refinery production, except for operation, another is maintenance. A considerable mount of refinery production accidents are caused by human error in operation and maintenance work. Therefore, the human reliability research on operator and maintenance staff and its crew has an important engineering significance.HRA studies more fully in the nuclear power industry, However, acquisition of data, analysis and determination of influencing factor, analysis and calculation of human error, establishment of the evaluation index system, taking team as study object which considering the operation and maintenance etc, still have difficulties or inadequacy. The human reliability study in oil refining industry, the adequacy and extensive which far from the nuclear power industry, this issues are more prominent. In response to these difficulties, the specific work in this paper is conducted and the conclusions as follows:1. Comprehensive analysis on human reliability influence factors of operator, maintenance staff and its crew in refining production was gave, which considering physiological, psychological, individual cognition, group cognition and policy cultural factors. Furthermore, the human reliability hierarchical evaluation index system considering the operation, maintenance, individual and group were established.2. Based on analysis and comparison of various methods and its characteristics, the integrative analysis, calculation and evaluation process of human protection layer validity besed HAZOR LOPA, HTA, PSF analysis, CREAM, AHP and the Fuzzy Comprehensive Evaluation method in refining production is gived.3. For the reason of data shortage on human reliability analysis, questionnaire was designed and surveyed in related enterprises, operation and maintenance accidents in oil refining production were statisticsed, and state of the various influence factors which influencing human reliability and causing accidents in operation and maintenance was obtained. These work provide data support for human reliability analysis, calculation and evaluation.4. Using the evaluation system, with the AHP and Fuzzy Comprehensive Evaluation method, human reliability degree of the maintenance staff and the operation crew were calculated. Take the runaway condition of hydrogenation cracking reactor for example, using the analysis and calculation process integrating a variety of methods, human error probability of operation crew was analyzed and calculated. Application of examples indicates the methods were feasible.In conclusion, influence of crew and maintenance on human reliability analysis in oil refining production is considered, a new approach on human reliability analysis for operation and maintenance in oil refining production is provided, with a more prominent practical significance. In future, based on such work, improved human reliability related data collection, statistics, analysis, calculation and evaluation system for oil refining production will be established, and assurance for safety, stability, long period, full load and high quality operation in oil refining production will be provided.
