Pet Dog Welfare Law Research

Along with the rapid development of economy and people’s standard of living is increasing day by day, raising pet dog has become trend, the pet dog go into the thousands families and become one members of them. But at the same time, abuse pet dog events occurred frequently and cause more and more people pay close attention to their welfare. The main purpose of this paper is to discuss the pet dog welfare legislation on the theory and practice in China, on the basis of attention to people’s willingness to the pet dog welfare legislation in China, reference to the pet dog welfare legislation of the EU and its member states successful experience, in order to provide beneficial and feasible suggestion for perfecting Chinese pet dog welfare legislation, provide useful help for Chinese pet dog welfare legislation early created.This paper first discusses the connotation and theoretical basis welfare of animal, then drew the connotation welfare of pet dog. Through the analysis of the pet dog welfare real and people’s willingness of the necessity, analyse the necessity of pet dog welfare legislation in China. The third part of this paper discusses the existing problem of pet dog legislation:no system in legislation, lack concept of animal welfare, basic system is not perfect, the regulatory system has defects and legal responsibility not clear. The fourth part of this paper discusses the reference of EU pet dog welfare legislation, discusses their successful experience of pet dog welfare legislation, puts forward enlightenment of Chinese pet dog welfare legislation. Finally, from the scientific concept of legislation, the basic principles of the legislation, establish a sound basic system and founded the supervision mechanism of effective, proposed pet dog welfare law system of ideas In China.
