With the rapid development of agriculture, animal husbandry and economic growth, the problem of environmental pollution and energy shortage have become increasingly prominent in rural areas. At present, a large-scale of rural biogas projects have been planned and developed in rural areas in China to solve the two big problems,and has achieved remarkable results. Thus, rural biogas project construction plannings are actively developed all over the country to promote its construction orderly. However, the rural biogas project costruction planning environmental impact assessment system is still in its infancy in China, without a mature and integral indicial system. The study is carried out based on this background.This paper describes the basic theories of establishing the index system of rural biogas project construction planning environmental assessment systematically, including the design theories, characteristics, types of the indicators and design principles, and building models. The index system is formed using basic index mode based on environmental impact identification and the research achievements both in and outside the country for reference. The index system is divided into three levels, including the target level, the criteria level and the index level. The target level is the index system of environmental impact assessment for rural biogas project construction planning. The criteria level includes the ecological environment, natural environment, resources and energy utilization, social and economic environment development.The index level comprises19specific indicators. including forest cover, the impact on biodiversity, the impact on soil erosion,the impact on the greenhouse effect, the attainment rate of ambient air quality, the attainment rate of the wastewater, the attainment rate of quality in surface waters functional regions, the attainment rate of groundwater quality, the comprehensive utilization rate of human and animal feces, the comprehensive utilization rate of straw, the impact on soil quality,the application rate of chemical fertilizers within unit farmland area, the application rate of chemical pesticides within unit farmland area, the saving rate of water,the satisfaction degree of the production and living energy use, the per-capita net income of rural residents, the increment of jobs,the comfort of living environment and the average life expectancy. Finally, biogas project construction planning in rural areas of Jiangsu Province were given as case study, by building the basic index system and using AHP and weighted of the indicators additivity to determine the weights and calculate the comprehensive assessment index. The result shows the planning implement has good environmental benefit (the comprehensive assessment index W is17.78, while the secondary standard median of which is15) and verifies the indicial system useful and practical.This study in a certain extent fills the blank of the environmental impact of rural biogas project construction planning assessment index system, and provides a theoretical basis and technical support for the future planning of rural biogas project environmental impact assessment in further development. Meanwhile, it also will promote the policy research of biogas development in rural areas, and help with the government decision-making.
