The coal industry is the backbone industry and coal is the primary energy in China. Inrecent years, with the increase of the coal mining depth, intensity and the exploitation ofscale, coal mining is under the serious threat of groundwater. the coal mine safetyproduction situation is not optimistic, coal mine disasters and accidents occur frequentlyespecially the water hazards accident, and bring the great losses to people’s security andproperty. So we should pay attention to study the prevention and control of coal mineaccident, establish emergency rescue system, make emergency rescue plan, and then reducethe accident loss. Yet at the moment, the coal mine rescue management system are notperfect, emergency rescue forces scatter, emergency directing functions overlapping andemergency units management is weak, response slowly, emergency rescue informationsharing difference, Management diversification, emergency plan operational difference, andrescue efficiency low.After referring to many relative literatures about the coal mine groundwaterprevention and remedy, this article chooses the Huainan coalfield as the researcharea. According to the data and material of field investigation and collected, and to oracleas the background database, choose ARCGIS for geographic information systemplatform, at the same time, make use of advanced computer networking technology andgeographic information system (GIS) technology, based on preventing water foundationinformation database and emergency rescue information database, and then combinedbusiness process and use B/S model to design the coal water disaster emergency rescueinformation management system. And then make the prevention and control of the minewater information and emergency rescue of information management scientific,standardization and automation, at the same time, for emergency command staff determinesthe rescue plan provide auxiliary decision.In this paper, the designed system of mine flood emergency rescue management canrealize the mine hydrogeololgy data and documentation management, as well as emergencyrescue information sharing. It includes preventing water information management,emergency rescue information management and the basic GIS function. Users can inquirethe related information of water bursting point quickly and easily by means of accessingdatabases, for example, the water bursting date, source and site, and markers its position onthe map, so as to help users understand the main types and its hazards of the mine. The module can management emergency persons and materials efficiently, clearly defineworking responsibility, and improve emergency coordination and rescue efficiency,meanwhile, the modification and perfection of the plan are discussed in detail. In addition,the system also has the user management function to control the users log on and operatingauthorization.Based on the above research, and on the basis of design has set up a complete andeffective emergency rescue management system, The accident happened in the first time,mobilize emergency rescue efforts, organized rescue, making emergency rescue scientific,efficiency, to the targeted, the accident harm degree will be reduced to a minimum, andprotecting the people’s life and property security, maintain social stability and promoteeconomic comprehensive, harmonious and sustainable development.
