In recent years, as China's rapid economic development, all kinds of safety accidents have occurred from time to time in various places. In the petrochemical industry which has large-scale production, concentrated harmful substances, safety issues are particularly conspicuous. In response to industrial accidents, corresponding emergency plans have been made in the most of petrochemical enterprises. However, most of existing emergency plans are made up of text of which theoretical significance is bigger than practical significance. Their operability is poor, and they can not meet the requirement of controlling the accident. In order to rapidly, effectively controlling the accidents and carrying out emergency rescue, and to minimize personal injury and property losses, how to build an emergency plans support system based on GIS is studied in this paper.Based on the research of emergency rescue at home and abroad, the development of GIS technology and history, application status, the research content of this paper is proposed as follows:The technologies of making emergency plans are discussed; After comparing a variety of GIS applications, MapInfo is selected as the development platform for the system, and it's features are studied and introduced; Three kinds of secondary development approachs are described and one suitable is chosen in this paper; Dagang oil plant is introduced, of which dangers are detailed analysed; For analyzing different types of accidents which occures in the plant probably, corresponding appropriate accident analysis models are selected; Also the shortest path model has a brief introduction. Based on the above study, the electronic map of Dagang Oil plant area has drawn in this paper, pilot database is established. At last, a pool fire accident is supposed to happen on a certain oil station; Based on the assumption, the main functions of the system are verified.The GIS software, computer technology are applied to the study of emergency plans in this paper of which visualization is achieved and operability is enhanced. It makes some progress for emergency plan on controlling accident, emergency rescue, etc.
