With the rapid development of information technology, electronic products haveupdated faster and faster, which brings problem how to recycle waste householdelectronic appliances (WHEA). Developed countries have promulgated legislations toimplement extended producer responsibility (EPR) in electronic industry, whichrequires manufacturers to undertake tack-back responsibility of end-of-life (EOL)products. Under multiple pressures such as resource, environment and internationalcompetition, Chinese governments and enterprises also initiated WHEA tack-backmanagement. However, due to economic and culture issues, the WHEA tack-backmanagement is not promoted smoothly in China. Therefore, an in-depthunderstanding of the structure of WHEA tack-back management systems andidentifying problems of the structure management systems in China are necessary inorder to propose feasible solutions for governments and enterprises to carry outWHEA tack-back management.Unbefitting disposal of the large number of Waste household appliances willmultiply consumptions of natural resources and aggravate natural environment. Manycountries and organizations start a deep research in this field. The waste householdappliance of China is larger than the others, but the scale of recovery and disposal isvery lower and its technical and technology is straggling, and that contaminates thenatural environment badly. To surprise, the large recycle factories are always short ofwaste household appliance resources. So we must build an efficient system ofrecovery and disposal about waste household appliance urgently. Considering ourstate practice, this paper analyses the system of recovery and disposal about wastehousehold appliance in other countries and its successful experiences, and starts theresearch on the system of recovery and disposal about waste household appliance andits technical process. The paper analyses the different policy of different kind ofappliances to decide a proper disposal model. Then gives the separate study in threephases to ascertain and plan its technical technology and process.From the environmental load and resource utilization of recycling of wasteappliances perspective, life cycle assessment was used as a tool to construct a modelof environmental factors of waste electrical recovery model. According to the processof life cycle assessment (namely: setting goals, defining the scope, analysis of energyconsumption and pollution emission inventories, the data classification and characteristics processing, determine the index weight and comprehensive evaluationEtc.) to construct the model of the environment factor evaluation model of wasteappliances recycling.
