With the development of society and economy, people are continuously raising therequest of life quality, With the development of the computer technology, the role ofwater quality models in environmental management and programme is becoming moreand more important.This article collected the water quality material of the main monitoring section inLiaohe Tieling period, using principal component analysis method to assess the waterquality, and in-depth understanding of the distribution characteristics of pollutants.Through surveying and classifiing the enterprise blowdown circumstance ofLiaohe Tieling period. Combined with measured data of hydraulic, hydrology and waterquality, applicated WASP7that was corrected to simulate time and space ofpollutants,and to analysis the influence of the main section and calculate responsecoefficient matrix. Combined the linear programming equation and response coefficientmatrix with MATLAB tool to calculate the water environmental capacity of Liaoheriver section.According to the social, economic and environmental situation of Tieling city todivided control unit, using the principle of scientific, fairness and efficiency to establishlevel analysis of structure, selecting the corresponding evaluation index, confirming thecontrol unit weight distribution. To calculate the response coefficient percentage pointson the basis of WASP7, calculating the water environmental capacity under the differentdistribution principle, allocating the best total amount allocation scheme.Finally discusses the main pollution problems and management measures ofLiaohe Tieling period, according to the water environment management objectives andwater pollution situation in the basin, combing the results of environmental capacity,this paper puts forward some prevention and control water pollution of mainstream forLiaohe plan, offer scientific support for the the water environment management ofwhole Liaohe river and other tributaries.
