Environmental statistics have become the basis and an important part of the environmental protection work, which play a supporting role in completing each environmental management work. Environmental statistics departments need to collect tens of thousands of data to form a large number of reports each year. As legal data, environment statistical data can reflect the pollution discharge situation systematically, comprehensively and continuously, as well as have been providing basic data for a lot of work, such as the release of statistical yearbook and environment bulletin, environmental planning, total emission reduction, macro decision-making about socioeconomic development, and other work. However, data are only the results of the environment statistical work that can’t convey the required environmental information to environmental management. To some extent, we can check the effect of environmental management, determine environmental situation, and supervise the implementation of environmental policies and regulations through the statistical analysis.First, the paper analyzed the emission characteristics of atmospheric pollutants in the area from the perspective of space-time difference based on environmental statistics of Chengdu. Then, the main pollution factor, the main pollution area and the main pollution industries in the atmosphere were determined by using equal standard pollution load method. Finally, the total amount control and distribution of the atmospheric pollutants in Chengdu and the fairness in distribution of the total amount control index were researched and evaluated by application of the Gini coefficient, which is often used to evaluate the income fairness in the field of economics.At present, the main atmosphere pollutants are nitrogen oxide and sulfur dioxide in Chengdu. The cumulative equal standard load ratio of these two kinds of pollutants has been greater than 90%from 2010 to 2012. Atmospheric pollutants have obvious characteristic of regional concentration that reflect the unbalanced regional economic development and industrial structure. Atmospheric pollutants are mainly concentrated in eight places such as Qingbaijiang, Jintang, Pengzhou, Xindu, Xinjin, Dujiangyan, Shuangliu and Chongzhou etc. Industrial pollution sources and motor vehicle are the two main sources of atmospheric pollution, and are also the key field of pollution control. We should further optimize the industry structure because of the high concentration degree in industrial pollution. The industrial waste gas emissions are mainly concentrated in the following industry such as black metal smelting and rolling processing industry, nonmetal mineral products industry, as well as electricity, heat production and supply industry etc. In consequence, the industrial structural pollution problem is very difficult to change in a short time. The areas of serious atmospheric pollution in the regional total amount allocation are Qingbaijiang, Jintang, Pengzhou, Dayi, Xinjin, Xindu and Chongzhou etc. The industries of high pollution and low output in the industrial total amount allocation are electricity, heat production and supply industry, black metal smelting and rolling processing industry, nonmetal mineral products industry, paper making and paper products industry,chemical raw materials and chemical products manufacturing industry and medicine manufacturing industry etc.
